It is now possible to define a general substitute in the "Approval Substitutions" setup.
The substitution logic has been extended to allow entries with Workflow Coe = ''.
If a substitute is defined for a specific workflow, it will be used first.
If not, a general substitute (Workflow Code = '') will be used.
